City will play at home in the first leg, scheduled for March 12, before the return match in London on March 26/27.
Arsenal will go to Spain for the first leg on March 18 and 19, before welcoming Los Blancos to the Emirates Stadium for the decision maker on March 26 and 27.
Holders of Barcelona will be involved in a rehearsal of their final in 2023 against Wolfsburg, while eight winners and finalists last season play Bayern Munich.
All are targeting the final at Estadio Jose Alvalade de Lisbon on May 24.
