Sir Keir Starmer will aim on Monday to conclude an agreement with the EU which breaks out the obstacles to food trade, but should mean that Great Britain will have to accept the EU rules.
Downing Street said in a statement on Saturday that the proposed veterinary agreement was a decision to simplify trade and reduce the costs of supermarkets, offering advantages for consumers.
But Brussels insisted on the fact that Great Britain will have to “dynamically align with a book of rules of Brussels evolving in the relevant fields of food security and animal welfare without being able to vote on them, according to an EU project of the agreement seen by the Financial Times.
The agreement with Agrifood will be part of a broader resetting of the United Kingdom’s relations to be agreed at a summit in London on Monday, which will also include a new security and defense partnership.
The number 10 said that Starmer considered the EU summit as a crucial moment for the British economy and security. However, there are significant political risks for the Prime Minister, because it abandons part of the “sovereignty” taken by Brexiters.
The EU of the Agreement’s project says that Great Britain would be consulted on the new rules in Agrifood and that there could be a “short list of exceptions limited to dynamic alignment”.
But Great Britain would not be able to “shape” new rules and should also make “an appropriate financial contribution to support the work of the EU in this political field”.
The Prime Minister discussed the final of the agreement with the president of the European Commission Ursula von der Leyen at a European meeting in Albania on Friday while the two parties were trying to resolve the final differences.
The EU demanded that an agrifood agreement be linked to a long -term agreement to extend access to EU fishermen to British waters. British fishermen Fear Starmer are about to make the current arrangements in fact permanent.
Starmer will also accept the principle of a mobility program for young people “intelligent and controlled”, said the European Minister of European Relations, Nick Thomas-Symonds, at the FT this month, but the crucial details on the number of 18 to 30 years covered and the duration of their visas will have to be resolved later.
The EU insisted that the Monday summit press release should also open the door to better access to European students to British universities.
Neither Starmer nor Thomas-Symonds deny that Great Britain accepts dynamic alignment and a financial contribution within the framework of the agreement.
Kemi Badenoch, conservative chief, has already criticized The expected decision, declaring last week: “We resume any legislative or judicial power given to the EU by the current government.”
Starmer highlighted the advantages of the agreement in a statement published by Downing Street on Saturday.
“During this period of great uncertainty and volatility, the United Kingdom will not respond by turning inward, but proudly taking our place on the world scene,” he said in the statement published by Downing Street, adding that the EU agreement follows trade agreements with India and the United States.
“Tomorrow, we take another step forward, with even more advantages for the United Kingdom following a strengthened partnership with the European Union. It will be good for our jobs, good for our invoices and good for our borders. ”
Downing Street said the agreement would stick to the commitments of the Labor Manifesto not to return to the Customs Union or to the EU single market, but this would reduce administrative formalities for exporters and supermarket prices.
Starmer said the agreement would also improve security and reduce vacation queues, as both parties are looking to extend the use of e-gate in airports.
