The government is finalizing the contours of a social security scheme for concert workers, which is likely to be taken to the Union cabinet for approval soon. This decision, if it takes place, would provide a safety net in the workforce up of India concerts, many of which have provided such jobs due to the lack of job possibilities.
According to sources, the Ministry of Labor has held discussions with concert workers associations, online aggregators and governments of the States and finalizes the contours of the program, which is based on a contribution of 1% to 2% based on The daily gain of the concert worker of each platform with whom he works.
As announced in the Union budget, each concert worker will be registered on the E-SHRAM portal of the Ministry of Labor and will be awarded a universal 12-digit account number (UAN). Based on this, the concert worker would be identified and the contribution would be deduced from each platform on which he works. As part of the regime, the worker would receive provident funds and retirement services.
The quantum of contribution has not yet been finalized, but it could be understood from 1% to 2%.
In the event that the worker decides to move on to regular employment, the social security account within the framework of the scheme is merged with his account within the framework of the organization of employee provident funds.
Niti Aayog estimated that India has approximately 7.7 million concert workers in 2020-2010, but that their number increased to more than 10 million. The regime should help make workers who must count on their daily income without safety nets. While several aggregators offer accidental insurance to workers, they do not have a social security plan.
The Union’s budget also announced the inclusion of concert workers as part of the ambitious government health insurance scheme, Pradhan Mantri Jan Arogya Yojana (PMJay).
The Code on Social Security, 2020, which must still be implemented, provides for the framing of appropriate social security measures for concert workers and workers of the platform for the coverage of life and disability, the Accident insurance, the benefits of health and maternity as well as the protection of old age. It also provides for the creation of a social security fund to finance the social protection regime. Sources have indicated that the advantages proposed would be formulated in accordance with the code and no separate legislation will be necessary.
