“Although there is no requirement under the ORA so that Mr. Bond calls for a applicant on a particular request, the processing by Mr. Bond of Ms. Mercihant requests indicates in this way a lack of good faith,” said the order. “The defendants’ failures were intentional, not done in good faith, and were substantially baseless and vexatious.”

The DA office has 30 days from the court order to pay the penalty. The applicant also received an injunctive repair ordering Willis to finally provide the requested documents.
