The EU adapts to a new security situation, not only on its own continent, but also in the Middle East. The hopes of a more peaceful Syria after the eviction of Bashar al -Assad have so far been destroyed, with sectarian massacres that occur on the Syrian coast earlier in March – murders that sparked an exodus of thousands of people on the other side of the border in Lebanon. Lebanon itself remains extremely fragile, economically and socially. And the war between Israel and Hamas in Gaza is clearly far from over, despite a cease-fire announced in January. Jorge Moreira da Silva is the executive director of UNOPS, the United Nations agency dedicated to the implementation of humanitarian and development projects. He is a former member of the European Parliament, a former senior OECD in Paris and former Minister of the Environment and Energy of the Portuguese government.
